I was very encouraged when your government mandated a committee to implement land reform in a manner beneficial to the poor and marginalized, which came as a response to the Janadesh March of 2007. You agreed to set up the National Land Reform Council, offered to serve as its Chair and promised a national land reforms policy to ensure land for the landless poor.

However, since the Committee’s report was published in October 2009, no action has been taken by your government. Other than through the Forest Rights Act, there has been no redistribution of land to the landless and homeless, while large-scale diversion of land and forests for mines, industries, dams and Special Economic Zones (SEZs) is continuing.

I am writing to encourage you and your ministers to engage in dialogue with the Jansatyagraha campaign and help put into practice the objectives it articulates.  In the tradition of nonviolent action the campaign advocates poor people's control over the natural resources they depend on for their very survival. In this light, several specific recommendations have been made, including:

1. A comprehensive land policy and effective implementation and monitoring institutions to provide access to land and livelihood resources to the landless, homeless and marginalized communities
1. In order to begin the process of land re-distribution to the landless and homeless (rural and urban), all available legislation, policies (Central laws as well as State laws) needs to be compiled under a comprehensive compendium and implemented in a time-bound manner.
2. Progressive recommendations made by various committees constituted by the Central and State governments that are pending for attention should be seriously considered and implemented in a time-bound manner.
2. Women should be considered as farmers, get their rights to land and livelihoods and be eligible for all benefits and schemes available to farmers. A legal provision should be made whereby women will have equal rights over the entire property of the family (current holdings as well as new titles that are distributed) and this should be done in a time-bound manner.
3. Natural resources like land, water, forests and mining that provide sustenance livelihood to any group cannot be appropriated for other purposes. Even when full prior consent is obtained, besides compensation and  rehabilitation, such groups/individuals should become legal share-holders in the designated project. 
4. Non-implementation of pro-poor laws or violation of fundamental and legal rights pertaining to land, water, forests and mining by administrative officials should be made a cognizable offence.

During the yatra, the Jansatyagraha team has interacted with many communities who are frequently marginalized including: adivasis; dalits; nomads; muslim women; fishing communities; unorganized labour; those displaced by mines, dams, national parks and internal conflict; bonded labourers; bidi workers and farmer suicide families.

‘Jansatyagraha 2012’ is an initiative by voluntary sector organizations who aspire to establish a society that is free from hunger, fear and corruption. I request you to respond positively to their demands, which contain genuine hope for food security, the eradication of poverty and greater justice in India.

Dear friends,

Jan Satyagraha Samwad yatra is a nationwide campaign for one year through 24 states of India. We began from Kanykumari on 2^nd of October and we will end in a city called Gwalior in Madhya Pradesh from were 100 000 people are going to walk to Delhi. These 100 000 people, who are coming from various part of India, will represent several marginalized communities of our country. Of course they are mainly Adivasis, Dalits, Nomads, Fisher folks, etc. After 65 years of freedom they are coming together to ask for a piece of land. They have waited long enough and they have elected different governments into power at different intervals. Dalit communities in India never received their share of land and respect for their life. Adivasis are driven out of their forest and livelihood basis in the name of mining industries and dams. Fisher folks have lost much of their livelihood resources because of various projects and Special Economic Zones in the coastal area. Promotion of tourism is another reason why they have lost control of their fishing rights. According to a published report, there are 11% who are nomads in India, even though many of them are denotified criminal tribes, they continue to be harassed and victimized. There are large numbers of agitation by the farming community across the country because their land and water resources are being taken for industries and infrastructural development. You are well aware that large number of farmers has committed suicide and large area of our land is under the control of armed groups.

We already covered 70000 km by road. In every state, the situation is similar. Marginalized people are getting more and more marginalized while powerful lobbies are grabbing resources for making profit. As we are people believing in Sarvodaya, we have no hate for those who have moved ahead though we have a problem with the methods some of them have used in their advancement. But we definitely have problem for those who are left far behind in this rush for development. Uncontrolled greed has undertaken all other values and it should be a serious concern for all of us.

As NRIs, I am sure you can play a very important role in changing India’s destiny. It’s a shame in the country of Mahaveer, Buddha, Vivekananda and Gandhi, 50% of our people are still in poverty. While the country is rich in terms of its natural resources and skills and capacities, our distribution of resources is poor. Any serious government, especially democratically elected, is supposed to distribute opportunities and resources to its people to fight poverty and discrimination. Instead what is happening in India is accumulation of resources and opportunities in some families and hands while others are left with nothing. This is a strong reason for you to intervene.

I am aware that so many of you are contributing for the development of India, some of you in the field of health and some other in the field of education. But in the recent past some of you are into investing into real estate, industry, mining, etc. Many of you are holding shares in projects and companies. I am also aware of the fact that many of you are participating in support to social work, human rights activities and social movements. It’s a mix basket and that is why it needs to be appreciated. But at this stage, we need your support in terms of building some pressure on the government of India to come out with a comprehensive land reform policy, and within that policy, provide homestead to millions of our people who don’t have a place to build their shelter and cultivable land to those who are totally dependent on land-based labour. Lot of our land in India is being misused or kept idle while millions have no place of their own. This is a minimum that they can expect from Indian democracy, and you have the power to make it happen. When 1 lakh people will walk from Gwalior to Delhi, please join us. Please write to the Prime Minister reminding him its commitment to 25 000 people when they came to Delhi in 2007. Remind the political parties that they have a moral responsibility towards the people who have voted them to power. Remind the Indian bureaucracy that they are being paid to serve the people and not to harass and exploit them. Support us in raising financial resources to feed the 1 lakh padayatris for 1-month.

I hope you will respond positively to this call. Please excuse me in case I am harsh in formulating the situation of India. My interest is not to make exaggerated statements but to solve the problems of marginalized communities of India so that all of us can be proud Indians.

Urgently required is financial contribution in order to secure food for 100'000 people at Jansatyagraha 2012

Urgently required is financial contribution in order to secure food for 100'000 people at Jansatyagraha: The issue is that 900 tons of grain (rice and wheat) is necessary for Jansatyagraha to feed the satyagrahis of which 450 has been collected from people's own contributions. About 450 tons is still needed. This needs to be ordered from the wholesale sellers and paid as early as possible  (as it is a lot of grain and as the price is more favorable, if it can be ordered now… and availability needs to be secured). Besides the money for procuring grain, we also need to raise money to procure medicines, plastic sheets, blankets, water etc.

Suggested amount

With Rs. 1500/€ 22/ £ 17.5 / 26.5 CHF/28 CAD/$28 donation, you can provide 100 kgs of grains to the satyagrahis and this will feed 400 people for 1 day. You can chose an amount that is comfortable for you.

How much is needed and what is already happening to raise the funds that are needed
Currently about $185,655  are still need to be raised for this. Many of our friends in Europe are still raising funds (Below are some examples) 

• A big group of British volunteers prepared and sold Indian food during the WOMAD music festival and collected about 5000 Euros
• On 12th May, friends of Ekta Parishad from Switzerland organized a movie screening of Non-Violent Action (based on Janadesh 2007), followed by  classical Hindustani music and tambola to raise 10,000 Swiss Francs
• Mr. Yatish Mehta of Mumbai, a retired diamond merchant has raised 15 lakhs by approaching his friends and family.
• An international action called The-Meal is being organized where groups in different parts of the world will have food prepared by professional Chefs (I think) and contribute the proceedings to JS. (See www.the-meal.net for details)

• The communities where Ekta Parishad works are contributing grain for their food needs. 450 tons are expected to be raised from their contributions.

An APPEAL to Join Jansatyagraha 2012

The Jan Satyagraha Samwad Yatra that began on 2nd October from Kanyakumari has already crossed 20 states and a distance of 80,000 km. We have another 2 months to go before we reach Gwalior from where one lakh landless marginalized people are going to walk to Delhi, covering a distance of 350 km. From our side, this is going to be the biggest non-violent action in order to raise a crucial issue like people’s control over land and livelihood resources. During the yatra, I had the opportunity to interact with many marginalized groups as well as with the farmers’ groups across India. Without exaggerating, let me admit that the situation on the ground is alarming as people are losing control over land and livelihood resources and their democratic and non-violent voice is getting suppressed by the state at every level.

Personally what I am expecting from you that, please keep free the month October in your program calendar and join the  Jansatyagrha 2012 padayatra during any days with maximum number of people from your working field.  I know that you are busy on various reasons but we need the support of people like you and from your organisation.  This is my request to you my friend please help by joining to make success this walk to achieve a better land reform policy for India and achieving livelihood right to the downtrodden people through a proper distribution of natural resource like land, water and forest.

We also need your support when one lakh people are on the road there are various requirements. I am mentioning some of them below to seek your input and support to put them together:

·         Plastic sheet to sleep and also to cover during rains : one lakh

·         Shoulder bags in order to carry cloth, water bottle, etc. : one lakh

These are just some ideas but you have many years of experience in this field, and I am sure your experience will help us in organizing JS 2012 in order to raise the voice of millions of marginalized people who have waited for long.

A Note About Jansatyagraha 2012

Ekta Parishad is in a process of activating a large nonviolent action in October this year, in-order to impress up on the Central Govt. on the issue of poverty reduction and land reform in the country. Focusing on this Shri.Rajagopal.P.V, the eminent Gandhian activist, National President Ekta Parishad and Member National Land Reform Council, Govt. of India is undertaking a yearlong country-wide campaign called “Jansamwad Yatra” started from Kanyakumari on the 2^nd October 2011 which will culminate at Gwalior of Madhya Pradesh on 2^nd October 2012. From Gwalior he will lead a Padayatra to Delhi named as “Jansatyagraha 2012” with one hundred thousand people from the adivasi, dalit and other deprived communities for one month to make the Govt. comprehend   the need of essential land reform to reduce the level of poverty.  

Jansatyagraha 2012

The Jansatyagraha 2012 March campaign is a large non-violent walk that will be carried out in India in October 2012 Organized by Ekta Parishad with the support of many likeminded organizations and people’s movements. It begins on UN International Non-Violence Day, 2nd October 2012, and will carry on for one month.

100,000 people, representing from different rural communities, especially tribal, landless, fisher folk, nomads,  and small farmers, will walk in formation together 350 kilometres from Gwalior (near the Taj Mahal) to New Delhi. The people will raise the issue about land being a key asset in development and poverty reduction, and that high levels of landlessness and deprivation need to be reduced for achieving positive national and global development. In effect, land and livelihood rights are instrumental to all people’s freedom and dignity.

The Jansatyagraha 2012 March is based on the Gandhian Salt Satyagraha of 1930, known as the Dandi March. It is an uplifting event with a carnival atmosphere; it is the combined effort of people to stand up for basic rights and speak on the way to build more equity in the governing structure. The 2012 March is a disciplined formation of people acting out non-violence in an effort to bring a large number of people together to show the strength of rural India, the importance of agriculture, of food production –as a base for urban India, and to build a common destiny of all people.

About Ekta Parishad

Ekta Parishad is a large non-violent social movement in India working on land, water and forest rights at a national level. It has been built up over twenty years growing from the local, to the state, to the national and increasingly, to the international level. The purpose of ‘a-massing’ a larger and larger grouping of poor people into a people’s movement has been to put pressure directly on the central government which is resisting reform and structural change. The structural change that Ekta Parishad is calling for is a complete land redistribution to enable the marginalized and downtrodden, to get out of poverty.

Land reform - giving the poor access to land - is a ‘game changer’ that could bring 40% of the populace out of absolute poverty and reduce substantially the violence that is gripping Indian society. One of the successes of Ekta Parishad’s history is that people have found a social space in which to come together, and demand their rights.

In normal society, it is not easy or possible for a marginalized person, like a single impoverished woman, or a bonded labourer, to stand up for their rights (even though they have them). Ekta Parishad is guarding democratic space by bringing groups together in a mass organization. By doing this it is constantly reminding the government that it is their role as stipulated in the Independence Declaration and the Constitution, to provide that all people basic human rights and freedoms.

Report of the two days consultation on Climate change, agriculture and land rights of Tamilnadu

Report of the two days consultation on Climate change, agriculture and land rights of Tamilnadu held at CESCI Madurai on 19th, 20th march 2011.

The day begins with a silent prayer to the departed soul of Mr. Marianathan, from Villupuram who worked as a dhastha nayak under Mr. Vinod dhal nayak and the thousands of souls who lost their life in the recent tsunami devastation in Japan. Mr. Biju coordinator CESCI welcomed all the participants and invited Mr. Vijayarangan to preside over the session of the day. Also invited Mr. Ramesh Bhai, Mr. Jagadisan, Mr. Dhanraj and Mr. Raja………….

Mr. Vijayaragan briefed that the issue of land is crucial in Tamilnadu and it need a lot to do with the Govt. to change the land related laws to the betterment of the landless, adivasi and dalit communities. People don’t have much awareness on their land rights. Many of them are thinking on their personal profits to take over land.

Raja and Jagadisan made a brief presentation about their experience with Ekta Parishad and requested to the participants to understand the issue of land and its connection with the adivasi, dalit and farmers.

Ramesh bhai began with his inaugural speech by thanking every one who took time to participate this important meeting and also thanked their interest to associate with Ekta Parishad to jointly work on various people’s issues especially on forest, land and water. He pointed out some example how Govt is working on various development sections in connection with peoples lives. In a study report by the World Bank we can see the status of land in India from 1864 to till 2008. During the year 1864 about 46% of land was covered with forest in India and in 1927 it become 27%, in 1980 - 29%, and in the year 2008 it become only 14%. In this status report we can understand that how much forest was cut off and how the forest development agency worked in the name of forest development. If they really work on the development of forest how it become 14% from a status of 46% of forest land. India like countries were majority is depending agriculture and forest should have access to forest and right on it. Similarly people depending on sea should have right on their coastal land and the sea. For the last ten years about 1.5 lakh farmers died in India due to debt on agriculture loan and other problems.

Mr.Dhanraj made a short introduction on FRA and its implementation in the state. Some of the stories of the adivasi people who led struggle many years before for preventing their forest from illegal cutting. Were adivasis are heroes and they began the struggle many years before itself to protect their forest land. Similarly Chipco Movement led by Sundarlal Bahuguna also protect the forest with the held of local village and adivais women. Adivais are very simple living people and they don’t need any materials like the city people. They don’t have the habit of accumulating property and making profit out of it. In tamilnadu there is about 6.5 lakh adivais are living in the forest and related areas. There are 8 types of adivasi groups are them. The FRA 2006 is one of the best laws to help the adivasi people and here in Tamilnadu there is a stay in the court against the implementation of this Act.

The second day began with a group discussion on Land rights of tamilnadu and followed by there was a discussion happened on the Jansandesh yatra. Mr. Thennavan facilitated the Jansandesh yatra discussion and finally came to an end with following decisions.

1. Mr. Dhanraj will be Jansandesh yatra organizing coordinator for tamilandu and he will travel and meet organizations and peoples who took responsibility in different districts and to make success the yatra in Tamilnadu.
2. The group discussion helped to chalk out a travel plan for Tamilandu with details and people responsible in respective districts.
3. Resources needed for this yatra will have to raise locally and for that the state level yatara coordination team have to workout a plan to raise local fund raising.
4. Due to dewali festival in October during the yatara in Tamilandu there will be some difficulty to organize programs in the last week of October. Even though the group finds some solutions and modified the plan of action.

Land Rights Recommendation from the group discussion;

Leaders from four groups Mr. Vijayarangan, Mr. Arulchamy, Ms. Sumathi, and Mr. Anpazhagan presented the notes came out of the discussion from their respective groups.

1. Every land less family should get a minimum of land for housing and agriculture.
2. A land belongs to adivasi and Dalits should not to sell to non adivasi/dalit groups. Law should make it strict.
3. False cases against adivais should be settled with immediate effect.
4. The places were adivais, dalits and land less poor are living should treated as natham porombaoke and will have to give the titles jointly in their family.
5. The villages should develop a village map were the available land (poramboke, temple land, panchami land, etc.) should be marked to the benefit of landless people in the respective villages.
6. Land ceiling act should be implemented properly were people should have control over the implementation process.
7. Land rights awareness education programs should be organized through out Tamilnadu to bring awareness among people on their land rights.
8. Coastal rights should be implemented for the fisherman community fir their livelihood activities.
9. The state has to confirm legally to get every landless family for 5 acres agri land and for housing 5 cents.
10. Grama sabha should be empowered to provide land to the SEZ, Industrial parks, etc with the full permission of the village community.
11. Govt. should stop the process of providing land to the multinationals for lease and the same time they should get back the land already given to various companies and to redistribute the landless people.
12. Right to Land for housing should be made as special law to provide land for every Indian citizen like right to food, right to education under the Indian constitution.
13. Land reform Council should act speedy to reduce the land related issues in the country.
14. Land ceiling should reduce up to 5 acre per agriculture family.
15. Panchami Land should be identified and have to distribute to the rightful beneficiaries.
16. Large amount of surplus Land belongs to various religious groups like; temple-muts, temples, churches, Bhoodhan land should be identified and redistributed to the landless people.
17. Forest Right Act 2006 should be implemented immediately to make benefit large number of adivais in the state.
18. There are many estates are the state and the Govt. should make an immediate survey to understand the lease period status of the land and should get back the lease period over land and distribute to the landless.
19. Agriculture land should be used only for agriculture cultivation and not for making roads, buildings etc.
20. Govt. should not use its power to aquire land not for any other non agriculture purpose.
21. People who depends sea, forest, land for their traditional livelihood rights should be ensured by the Govt.
22. Women should get equal right on family property and the titles of the property should be made on the name of the husband and wife together. Even after getting equal rights on land, in case they want to dispose their land due to some unavoidable reasons, it only to be sold to their family members only.
23. Land belongs to dalit and adivais can not be sold to other groups and it is not valid, the law should be strictly enforced.
24. The Acts related to land should be published in tamil language and to be distributed among the people for their awareness.
25. People who work as bonded labours under land lords is to be identified and released with the help of Govt. authorities.
26. Political parties and politicians are acquiring large acres of land during their ruling period. This practice should be stopped by introducing some special laws.

Mr. Nagalingam made a short presentation about the Global warming issue and the need of peoples and organizations coming together on this issue. This consultation is supposed to be organized along with the large conference they were planning in Madurai. Due to political reasons they were forced to postpone the mega conference to some other day after the assembly election. Due to various development reasons the world is getting enormous heat and it is coming to a dangerous position to all the living beings in the earth. It is our responsibility to understand or real needs and to get away from the market based living style. Consumerism is become the major disease in the world and it has become like a new religion that affects the life of modern civilization. There are many scientific studies available on Global warming issue to make us understand the level of disaster what is going to happen once the level is crossed beyond its limits. Before crossing the level we should have to change our living style to protect this beautiful planet for the next generation. With a beautiful poem triggering various political issues he ended up his speech.

Finally in a concluding session Ramesh Bhai thanked every participant who made active participation in this two days consultation and pointed out some of the follow up actions that needed to make Ekta Parishad active in Tamilnadu. There are many programs that are waiting and some of the programs need to be organized immediately in-order to prepare for Jansatyagraha 2012.
1. Jansandesh yatra in Tamilnadu from 17th to 30th October 2011 is the major work that needs to be coordinated and the yatra should be made successful with great participation.
2. In January 2012 Shri. Subba raoji is organizing a national level youth camp in Coimbatore there we can send about 400 participants for youth training.
3. A Theater workshop can be organized in-order to train people on theatre who are leading the culture group along with the jansnasandesh yatra in Tamilnadu.
4. People from Tamilnadu should ensure their participation throughout the one year jansandesh yatra.
5. FRA 2006 act should be published in Tamil language and circulated among the people who have the chance to benefit out of this particular law.
6. It is also possible to organize a two days consultation only on laws related land with a group of 50 activists. People from respective subjects will be invited are resource persons to enhance the knowledge of the participants.

Finally Mr. Jagdisan thanked each and every participants and resource person and ended the consultation with a better feeling of satisfaction and hope.
